Sofware Features:
-User experience and functionality of QC software application is consistent with the ealier 11.7/11.8 release.
-Additional warning during install, for cameras the are not supported by the 11.9 release.
-Additional dialog notification to inform users when not connected to a UBS 2.0 high-speed port.
-Diagnosic tool provided to capture data and logs.

What is new in this release:
-Install flow changes to allow for check for updates
-Four new languages supported: Russian, Turkish, Polish and Greek
-Communication Helper process has been removed.
-As noted with 11.8 -- AEC has been removed. Only Noise Suppression will be loaded and used
-Video Effects has been updated to function with specific applications. It the application is not supported, one will encounter an error dialog box. The error references an error code number, which means that video effects is not supported with the desired application
